Current TIP Amendments

PA 309 Resurface – Construction Increase of $8,495,000


This increase is due to additions and modifications to signals, traffic control devices, turning lanes and drainage; as well as general escalation costs.


This amendment is contingent on PennDOT’s Program Management Committee (PMC) approval.


Funding Sources:

  1. Route 22/Fullerton Interchange (MPMS #117610) $2,870,000. This project is      carried on the draft 2027 LVTS TIP.
  2. Route 309 & Tilghman Interchange Reconstruction (MPMS #96432) $4,479,700 
  3. LVTS Highway & Bridge Reserve Line Item (MPMS #102201) $1,719,300


SR 248 Resurface – 25th Street to SR 611 in Wilson Borough/City of Easton – Adding Construction of $4,000,000


This is adding federal dollars to the resurfacing project, which is a Northampton County Maintenance priority. The project is being advanced, and was previously scheduled to begin in Federal Fiscal Year (FFY) 2030.


This amendment is contingent on PennDOT’s Program Management Center review. 


Funding Sources:

  1. Route      309 & Tilghman Interchange Reconstruction project (MPMS #96432) $1,000,000
  2. LVTS      Highway & Bridge Reserve Line Item (MPMS #102201) $3,000,000


Route 22 Widening – Lehigh River Bridge to Airport Rd – Adding $6,000,000


This is to add the project to the current TIP.


Funding Source:

  1. PennDOT Central Office’s National Highway Performance Program (NHPP) Reserve Line Item (MPMS #102466)

Main Street and Polk Valley Road Improvements (MPMS # 123036) - $600,000

Project Sponsor: Borough of Hellertown

Addition of Main Street and Polk Valley Road Improvements (MPMS # 123036) Carbon Reduction Program regionally selected project to the Transportation Improvement Program (TIP).

Funding Source: $600,000 of Carbon Reduction Program – Urban (CRPU) funding is being moved from the Urban Line Item (MPMS # 82810).


Martin Luther King, Jr. Drive Pedestrian Improvements (MPMS # 123056) - $300,000

Project Sponsor: City of Allentown

Addition of Martin Luther King, Jr. Drive Pedestrian Improvements (MPMS # 123056) Carbon Reduction Program regionally selected project to the Transportation Improvement Program (TIP).

Funding Source: $300,000 of Carbon Reduction Program – Urban (CRPU) funding is being moved from the Urban Line Item (MPMS # 82810).


Allentown LED Streetlight Conversion (MPMS # 123375) - $719,000

Project Sponsor: City of Allentown

Addition of Allentown LED Streetlight Conversion (MPMS # 123375) Carbon Reduction Program regionally selected project to the Transportation Improvement Program (TIP).

Funding Source: $719,000 of Carbon Reduction Program – Urban (CRPU) funding is being moved from the Urban Line Item (MPMS # 82810).


Traffic Calming & Pedestrian Accommodation Improvements (MPMS # 123037) - $1,000,000

Project Sponsor: City of Easton

Addition of Traffic Calming & Pedestrian Accommodation Improvements (MPMS # 123037) Carbon Reduction Program regionally selected project to the Transportation Improvement Program (TIP).

Funding Source: $1,000,000 of Carbon Reduction Program – Urban (CRPU) funding is being moved from the Urban Line Item (MPMS # 82810).


Coalition for Appropriate Transportation (CAT) Bike Education (MPMS #122781) - $634,122

Project Sponsor: Coalition for Appropriate Transportation (CAT)  

Addition of the CAT Bike Education – MPMS #122781 Transportation Alternatives Set Aside Program regionally selected project to the Transportation Improvement Program (TIP). 

Funding Source: $634,122 of Transportation Alternatives-Urban (TAU) funding is being moved from the construction phase of the TAP Line Item (MPMS #82806). 


South Bethlehem Greenway Trail Extension (MPMS #122782) - $500,000

Project Sponsor: City of Bethlehem  

Addition of the South Bethlehem Greenway Trail Extension - MPMS #122782 Transportation Alternatives Set Aside Program regionally selected project to the Transportation Improvement Program (TIP). 

Funding Source: $500,000 of Transportation Alternatives-Urban (TAU) funding is being moved from the construction phase of the TAP Line Item (MPMS #82806). 


Albert Street D&L Trail (MPMS #122785) - $95,000

Project Sponsor: City of Allentown  

Addition of the Albert Street D&L Trail – MPMS #122785 Transportation Alternatives Set Aside Program regionally selected project to the Transportation Improvement Program (TIP). 

Funding Source: $95,000 of Transportation Alternatives-Urban (TAU) funding is being moved from the construction phase of the TAP Line Item (MPMS #82806). 


Downtown Easton Intersection Improvements (MPMS #122839) - $300,000.

Project Sponsor: City of Easton 

Addition of the Downtown Easton Intersection Improvements – MPMS #122839 Transportation Alternatives Set Aside Program regionally selected project to the Transportation Improvement Program (TIP). 

Funding Source: $300,000 of Transportation Alternatives-Urban (TAU) funding is being moved from the construction phase of the TAP Line Item (MPMS #82806).

PA 33 Bushkill Creek Bridges (MPMS #96431) - $3,647,000 increase.


Project Sponsor: Pennsylvania Department of Transportation (PennDOT) 

Increase to the Route 33 Bushkill Creek Bridges rehabilitation project in Stockertown Borough, Northampton County (MPMS #96431), due to heavy rain and flooding impacting the project. 


Funding Sources:

  • $2,917,600 of Bridge Investment Program (BRIP) funding is being moved from the construction phase of the Hill-to-Hill Bridge Reconstruction (MPMS #93630). 
  • $729,400 of Bridge State 185 funding from the LVTS Highway and Bridge Line Item (MPMS #102201).

Route 309 Center Valley Interchange ROW Phase - Increase of $2,587,050


Project Sponsor: Pennsylvania Department of Transportation (PennDOT)

This increase is needed to cover the 971 Damage Claim Estimate, which covers legal fees, internal costs, and other costs associated with Right of Way purchasing.


Funding Sources:

  • $515,320 Congestion Mitigation Air Quality (CAQ) is being moved from Corridor Signal Improvement Line Item (MPMS# 82804) Construction Phase to cover 971 Damage Claim Estimate.
  • $2,290,000 National Highway Performance Program (NHPP) is being moved from Route 309 & Tilghman Street Interchange Reconstruction (MPMS# 96432) Construction Phase to cover 971 Damage Claim Estimate.
  • $218,270 Congestion Mitigation Air Quality (CAQ) is being removed from the project and returned to LVTS Highway & Bridge Line Item (MPMS# 102201) Construction Phase. Toll Credit to release 581 funds.

During August Redistribution, Surface Transportation Program (STP) & Surface Transportation Urban (STU) funds were received and programmed on the 2023-2026 Transportation Improvement Program for the Route 309 & Tilghman Street Interchange project (MPMS# 96432). The additional Surface Transportation Program (STP) & Surface Transportation Urban (STU) funds from August Redistribution allowed National Highway Performance Program (NHPP) funds that were already programmed on Route 309 & Tilghman Street Interchange project (MPMS# 96432) to be moved to Route 309 & Center Valley Interchange (MPMS #102160) as part of this amendment.

The following is the adopted schedule of regular monthly meetings of the Lehigh Valley Transportation Study (LVTS). All LVTS Committee meetings will be held on the third Wednesday of the month (except August and October) at 9 AM.
