309 & Tilghman Interchange Improvements – Total $4,454,380

This increase for the low bid for the construction phase is attributed to clearing and grubbing, mobilization, construction surveying, maintenance and protection of traffic, bridge structure, and incorporated utility costs.

309 Center Valley Interchange (MPMS #102160) – Preliminary Engineering Increase in the amount of $2,625,000
Project Sponsor: Pennsylvania Department of Transportation (PennDOT)
Increase is due to the presence of a historic district and 100-year floodplain. Additional preliminary engineering work on roadway plans, cross-sections, pavement design, lighting design, preliminary right of way plans, additional structure foundation work, structure plans, signing and pavement markings, maintenance and protection of traffic design and additional permitting work is needed.
Funding Source: 309 Center Valley Interchange Federal Fiscal Year (FFY) 2024 decrease of $1,700,000 Congestion Mitigation and Air Quality funds, and a decrease of $425,000 in 581-state highway funds in the Final Design phase. 309 Center Valley Interchange FFY2024 decrease of $400,000 Congestion Mitigation and Air Quality funds, and a decrease of $100,000 in 581-state highway funds in the Right of Way phase. Corridor Signal Improvements Line Item FFY 2025 decrease of $400,000 Congestion Mitigation and Air Quality funds. Lehigh Valley Transportation Study Highway and Bridge Reserve Line Item FFY 2025 decrease of $100,000 in 581-state highway funds.

Route 22 Safety Corridor (MPMS 121641) – New project to the TIP in the amount of $250,000
This project involves the installation of “Safety Corridor – Fine Doubles” signs along Route 22 from the split with Interstate 78 in Lehigh County to the interchange with Route 33 in Northampton County.
Funding Sources: National Highway Performance Program (NHPP) Deobligated funds returned to the region for reassignment from the construction phase of on the Route 611 Resurface – Bucks County Line to Browns Drive (MPMS 101572).

Allentown-Bethlehem-Easton (ABE) Airport Northside Logistics and Cargo Complex – Nationally Significant Multimodal Freight & Highway Projects Program (INFRA) Award (MPMS 121443)
Project Sponsor: Lehigh-Northampton Airport Authority (LNAA)
Adding the ABE Airport Northside Logistics and Cargo Complex project to the 2023-2026 Transportation Improvement Program. The project will construct multimodal cargo facility including a dedicated access road and intersection improvements; a cargo building; direct truck to aircraft loading operations area; and stormwater infrastructure enhancements.

Allentown Center Square – Addition to the 2025-2028 TIP, Increase of $2,500,000 (MPMS #119989)

This project involves the rehabilitation of Center Square, including traffic and pedestrian improvements at the intersection of Hamilton Street and 7th Street (State Route 145) and at the intersection of Linden Street and 7th Street (State Route 145) in the City of Allentown, Lehigh County. The project is not air quality significant.

LANTA PM Maintenance (MPMS #95010) - Increase of $2,610,000
LANTA annually funds Preventive Maintenance (PM) activities for the Authority’s fixed route fleet and facilities. These activities support LANTA’s Transit Asset Management (TAM) Plan goals as well as in support of LANTA’s Public Transportation Agency Safety Plan (PTASP) goals. This Amendment will increase funding in FFY2024.

As related to the SR 309-12M, 309 & Tilghman Interchange Reconstruction project, located in South Whitehall Township, Lehigh County, properties are proposed to be demolished. Properties have been acquired by the Commonwealth for the project.

Route 309 & Tilghman St. Interchange Reconstruction (MPMS #96432) – Increase of $23,618,430
This project involves the reconfiguration of the PA 309/State Route (SR) 1002 (Tilghman Street) Interchange. It will also include two bridge replacements: one at PA 309 over Tilghman Street and another at PA 309 over Broadway Street. Additionally, the project encompasses the rehabilitation of the SR 309 culvert over Little Cedar Creek, roadway drainage improvements, base repair, overlay, and the installation of two new signals at the ends of the reconfigured ramps. These signals will be coordinated with the existing signals at Hausman Road/Cetronia Road and Tilghman Street/Parkway Road in South Whitehall Township, Lehigh County.
