The Chief Transportation Planner is responsible for general oversight and management of the metropolitan planning organization, or transportation planning, program. As the lead member of the transportation planning team, the Chief supports development, implementation and management of multi-modal and long-range infrastructure goals and projects subject to Federal and state requirements of metropolitan transportation planning and coordinates this with the bi-county planning responsibilities.
Under the direction of the Director of Regional Planning, the Transportation Chief administrates transportation planning products. Key duties of this position include conducting various transportation planning studies and project development activities, coordinating with internal LVPC staff and external partner agencies, and assist in development and maintenance of the federal requirements of Metropolitan Planning Organization (MPO) transportation planning documents. The Transportation Chief supervises a team of planners. This position provides general support to the Director of Regional Planning and Executive Director.
The Chief Transportation Planner will be a strategic thought-partner and be hands-on, working as both a planner and a participative manager. This position also works closely with the community, Lehigh Valley Planning Commissioners and Lehigh Valley Transportation Study Board. As such, possessing excellent communication and time management skills, and the ability to analyze, write, and produce plans and projects, manage programs, support training initiatives and the work of others is key. Communication is a critical skill for the Chief, whether conveying concepts to an audience or writing technical analyses.
The Project Manager for Major Transportation Initiatives position (“Project Manager”) is responsible for leading specific major transportation projects. The Project Manager will assist the Transportation Section with the advancement of major projects to completion. To do so, the Project Manager will engage in activities internally as well as externally, especially with organizations such as the Pennsylvania Department of Transportation, transit agency and local governments.
Some of the specific efforts include: Highway Corridor Improvements Projects, Passenger Rail Study Management, Freight Infrastructure Plan Implementation, Bus Rapid Transit Planning Management, Micromobility Study, Interchange Justification Studies, Feasibility Studies, EV Charging Station Implementation, Transportation Carbon Reduction Program Development and Implementation, Transportation Alternatives Set Aside program management, or other initiatives in the Long Range Plan and/or Transportation Improvement Program, forthcoming Eastern Pennsylvania Freight Infrastructure Plan, Walk/RollLV: Active Transportation Plan or other agency adopted studies or plans. The Project Manager will supervise personnel through the application of a project-based matrix management structure, internal resources and utilizing consultants. The Project Manager will work in close collaboration with the Chief Transportation Planner and the agency’s Senior Management to support an organizational culture that is equitable, inclusive, and collaborative, and provides strategic and dynamic leadership within a high performing, professional workforce.
The Project Manager must have a comprehensive understanding of federal and state transportation and/or environmental planning and programming requirements, as well as a full understanding of MPO functions. The Project Manager reports to the Chief Transportation Planner, who leads the Transportation Planning Section. This position operates as a deputy to the Chief Transportation Planner, as well.
The Lehigh Valley Planning Commission (LVPC) and Lehigh Valley Transportation Study (LVTS) in partnership with the Workforce Board Lehigh Valley are seeking an individual with econometrics (inferential statistics) and modeling skills and an interest in applying them to metropolitan planning efforts.
The Economist will have significant responsibilities in comprehensive, long-range planning, data and spatial analytics, the travel demand model, regional economic modeling, population, workforce and employment projections and other predictive modeling. The Economist leads these operations within the LVPC/LVTS providing significant data collections, analysis, interpretation, forecasting and communication of key regional data. This position, which is a member of the Data Management and Analytics Section, involves conducting a variety of data analyses, development of predictive models, advanced application of planning, communication of information, management, and coordination skills, under little supervision. The position coordinates with a variety of public, private and non-profit agencies from the US Census Bureau to the Workforce Board Lehigh Valley. The position also requires the ability to write and effectively present technical information to diverse groups, ranging from professional conferences to the public generally. The LVPC’s/LVTS’s philosophy is always to begin with fact-based optimism, making the Economist role particularly important to the organization and region. Reporting to the Director of Regional Planning, the Economist collaborates, coordinates, and facilitates discussions, projects and presentations.
The Lehigh Valley Planning Commission (LVPC) and Lehigh Valley Transportation Study (LVTS) is seeking an individual with Geographic Information Systems and City/County/Regional Planning skills and an interest in applying them to metropolitan planning efforts.
The Geographic Information Systems Planner will have significant responsibilities in comprehensive, long-range planning, spatial analytics, and predictive modeling and leads these operations within the LVPC. This position works under limited supervision, as part of the LVPC Team to coordinate the region’s Geographic Information System (GIS), prepare maps and databases, conduct a variety of geospatial and economic analyses, develop predictive models and initiate, monitor and oversee planning projects. The LVPC’s philosophy is always to begin with fact-based optimism, making the Geographic Information Systems Planner’s roll particularly important to the organization and Region. Reports to the Director of Regional Planning and Chief Economist and collaborates, coordinates and facilitates discussions, projects and presentations.
The Lehigh Valley Planning Commission (LVPC) is growing environmental engineering and planning, capacity, and capabilities of our team. The Civil/Environmental Engineer will perform professional engineering work to plan, coordinate and implement the LVPC’s stormwater management program and to support and grow the region’s leadership in watershed planning, green infrastructure, parks, recreation, farmland preservation, walking and rolling, climate action, and greenways-blueways initiatives, and environmental design generally through sustainable engineering practices. Accountable for planning, development, and management of projects in compliance with all applicable city/state/federal codes and regulations, and according to all acceptable engineering practices, this position works under the supervision of the Director of Environmental Planning.
The Lehigh Valley Planning Commission (LVPC) and Lehigh Valley Transportation Study (LVTS) is seeking an individual with City/County/Regional Planning skills and an interest in applying them to join the LVPC Community and Regional Planning Section and support planning efforts in the Lehigh Valley region.
The LVPC Community and Regional Planning Section is responsible for FutureLV: The Regional Comprehensive Plan, multi-municipal comprehensive planning, municipal planning services, subdivision and land development review, ordinance and local policy analysis, and special planning projects. The Community and Regional Planning Section directly supports bi-county planning functions of the Lehigh Valley Planning Commission and leads cross-departmental planning and policy efforts.
