The Transportation Improvement Program (TIP) is the Lehigh Valley’s $484 million four-year plan to maintain and enhance the transportation system in Lehigh and Northampton counties. It is updated every two years and this update is just one part of an overall plan to create a seamless network where roads, trails, sidewalks, technology and transit connect everyone to every place. The TIP is critical to the economic and social future of the region, targeting infrastructure investments that support a vibrant, inclusive, resilient and growing Lehigh Valley. The comment period ran May 2 to May 31, and included several ways to participate, found on page 7 of the TIP Made Easy.

    • Section One:

      An easy to follow summary of the TIP (called TIP Made Easy) including an introduction, public participation overview, and highway, bridge and public transit project descriptions and costs.

    • Section Two:

      Various detailed PennDOT tables depicting highway, bridge and transit projects.  Project narrative tables are provided.  Pennsylvania's 2019 Transportation Program Financial Guidance as well as a summary of LANta’s Financial Capacity Assessment is included.

      PennDOT Highway and Bridge TIP Project Listings – This table depicts highway and bridge projects with scheduled phases of work to be started within the next four years.  Costs are shown by phase of work (preliminary engineering (PE), final design (F), right-of-way-acquisition (R), utility relocation (U), and construction (C)).

       

      2019 - 2030 Twelve Year Program – The 12 Year Program allocates funds for multimodal transportation infrastructure improvement projects including highway and bridges repairs, public transit vehicle purchases, railroad signal upgrades, and new bicycle trails, over the upcoming 12 year period.

       

      PennDOT Highway and Bridge TIP Project Narrative – This document provides a descriptive narrative of the project limits, funding sources utilized, and description of proposed improvements.

      Air Quality Conformity Analysis Report – This report depicts attainment of the National Ambient Air Quality Standards for vehicle emissions resulting from project implementation.

    • Section Four:

      Two Memoranda of Understanding – Procedures for 2019 – 2022 TIP Modifications.  One pertains to the understanding between PennDOT and U.S. DOT regarding procedures to change the STIP/TIP.  The other pertains to the understanding between the Lehigh Valley Transportation Study and PennDOT regarding procedures to change the TIP.  This section also includes Pennsylvania's 2019 Transportation Program General and Procedural Guidance.

      PennDOT Memorandum of Understanding – This document establishes a set of procedures to be used by PennDOT for processing revisions to the 2019 – 2022 State Transportation Improvement Program.

      Interstate Management TIP

      This table depicts PennDOT statewide Interstate TIP which includes one Lehigh County project.

       

      In Pennsylvania, the Pennsylvania Department of Transportation (PennDOT) is responsible for the development of the Interstate Management Program statewide.  Projects are selected by PennDOT and provided to the regions for informational purposes.

       

      The draft Interstate Management Transportation Improvement Program (TIP) includes a project in Lehigh County (please refer to page 3 of 7 in the PDF).  The project is titled “I-78 PM 2 – Lehigh.”  This project is a resurfacing and slab stabilization project on I-78 from the Adams Road overpass in Upper Macungie Township to the Lehigh Street Interchange.  Preliminary design is anticipated to start in 2015, final design in 2016 and construction in 2017.  Total project cost for all three phases of work mentioned is $11,450,000.
