The Lehigh Valley Planning Commission (LVPC)/Lehigh Valley Transportation Study (LVTS) is looking for a Senior Transportation Planner to support metropolitan planning for the regional transportation system. The successful candidate will assist with transportation, comprehensive and subarea planning projects addressing complex transportation, land use, geospatial, economic, environmental and land use issues. The Transportation Planning and Data Section is responsible for the long-range transportation plan, transportation improvement program, freight plan, active transportation, congestion management, transportation safety, transportation equity and transportation-land use planning, data initiatives and management, specific community plans and special planning projects. The Transportation Planning and Data section also performs transportation, geospatial, land use and economic impact analyses, reviews proposed developments, community ordinances and plans for transportation impacts and supports the Planning Commission and Transportation Study boards. As the LVPC/LVTS is the federally designated metropolitan planning organization, the Transportation and Data Team supports and manages the Lehigh Valley Transportation Study committees and actively participates in associated efforts, including trail, transit, bicycle, pedestrian, traffic, environmental, equity and freight groups in the region, statewide and nationally.

Team members act as community consultants and work collaboratively with the Pennsylvania Department of Transportation, US Department of Transportation, municipal governments and a variety of community groups, private sector companies and the public to plan for and manage the region’s infrastructure network. The Senior Transportation Planner will have a high degree of independence and provide direct guidance to the LVPC leadership, other LVPC sections, boards and commissions, and the public. The Senior Transportation Planner will be responsible for project outcomes, representing the LVPC in meetings and is expected to work independently when executing project plans, while receiving overall guidance from the Director of Transportation Planning and Data.

The Lehigh Valley Planning Commission (LVPC) and Lehigh Valley Transportation Study (LVTS) are seeking an individual with data science, economics and modeling skills and an interest in applying them to metropolitan planning efforts.

The Data Scientist/Economist will have significant responsibilities in comprehensive, long-range planning, data and spatial analytics, the travel demand model, regional economic modeling, population, workforce and employment projections and other predictive modeling. The Data Scientist/Economist leads these operations within the LVPC/LVTS providing significance data collections, analysis, interpretation, prediction and communication of key regional data. This position, which is a member of the Transportation Planning and Data Management and Analytics Section, involves conducting a variety of data analyses, development of predictive models, advanced application of planning, communication of information, management, and coordination skills, under little supervision. The position coordinates with a variety of public, private and non-profit agencies from the US Census Bureau to the Workforce Board of the Lehigh Valley. The position also requires the ability to write and effectively present technical information to diverse groups, ranging from professional conferences to the public generally. The LVPC’s/LVTS’s philosophy is always to begin with fact-based optimism, making the Data Scientist/Economist roll particularly important to the organization and region. The Lehigh Valley Planning Commission (LVPC)/Lehigh Valley Transportation Study (LVTS) is seeking a highly motivated and organized candidate for Executive Administrative Assistant. The Executive Administrative Assistant is a key position within the LVPC/LVTS and:

• Provides scheduling and administrative support to the Executive Director, Director of Administration, Director of Development and the members of the Executive Team,

• Coordinates, organizes and manages a very active Executive Team, LVPC/LVTS meetings and public relations calendar,

• Serves as the first point of contact for the public,

• Liaison between Commission members, elected officials, community, the Executive Team, and LVPC Team as a whole,

• Manages the secretarial and office management functions of the organization,

• Oversees special projects.

The Executive Administrative Assistant must be creative, a strong multi-tasker, and enjoy working within a small, entrepreneurial environment that is mission and results-driven and community-oriented. The ideal individual will have the ability to exercise good judgment in a variety of situations, with strong written and verbal communication, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. The Lehigh Valley Planning Commission (LVPC) is hiring a Traffic Data Technician for the region’s traffic counting program. The position is seasonal with manual and machine traffic counts generally collected during the summer through mid-fall with a weekday schedule, Monday-Friday. The Traffic Data Technician is anticipated to work 20-30 hours per week through the season under direct supervision of the Director of Transportation Planning and Senior Planning Technician.


1. Participates in collection and presentation of data on traffic flow.

2. Places automatic counting machines at designated sites, assures counting machines operate accurately and collects data from machines.

3. Performs classification of vehicular traffic; records vehicle occupancy counts; conducts highway and transit surveys; and manually counts pedestrian and bicycle traffic as required.

4. Utilizes automatic traffic count devices to collect traffic data including setting up traffic counters at various locations throughout Lehigh and Northampton Counties, monitoring operations periodically, and retrieving count information.

5. Observes, measures and records traffic flow characteristics such as gaps, turning movements, stops, delays, speed, classification of vehicles, and pedestrian movements.

6. Collects data for inventory of physical characteristics of highway systems.

7. Surveys and reports physical and operational features of readings and intersections for inclusion in technical reports, as required.

8. Conducts travel time surveys and other transportation surveys.

9. Maintain traffic counting equipment.

10. Follows established state and federal guidelines for working safely on roadways.

11. Utilizes computer applications to maintain records, analyze data and prepare reports.

12. Drives a van, provided by the LVPC, to study traffic movement and place traffic counters.

13. Performs related work as required.
